Malta Ranks #1 for LGBTQ+ Rights in Europe—for the 10th Year Running

For the 10th consecutive year, Malta has claimed the top spot on ILGA-Europe’s Rainbow Map, solidifying its status as Europe’s most LGBTQ+-inclusive country. This achievement highlights the Mediterranean island nation’s enduring commitment to equality, diversity, and inclusion, outpacing 48 other European nations in creating a safe and affirming environment for the LGBTQ+ community.


Each year, ILGA-Europe evaluates countries based on their laws and policies that directly impact LGBTQIA individuals, measuring performance across seven key categories: equality and non-discrimination; family; hate crime and hate speech; legal gender recognition; intersex bodily integrity; civil society space; and asylum. Malta's 2025 score rose from 87.83% to 88.83%, reflecting recent legal and social advancements.



Small Island, Big Progress

Malta’s continued leadership is no accident—it stems from a strategic and heartfelt national effort to cultivate a progressive society where LGBTQ+ rights are deeply embedded in policy and everyday life. Over the past year, several key initiatives helped boost Malta’s standing even further:

  • Legal Gender Recognition Reform: Malta expanded its gender recognition laws to allow non-binary individuals to officially register their gender on legal documents. This move strengthens the country's dedication to personal dignity and visibility for all identities.

  • Dar il-Qawsalla Community Home: As the first transitional housing initiative specifically for LGBTQ+ individuals in Malta, Dar il-Qawsalla provides semi-independent supported accommodation for people facing homelessness or socio-economic hardships. The project exemplifies Malta’s proactive approach to social inclusion.

  • LGBTIQ+ Wellbeing Hub: This newly established center offers free psychosocial services for LGBTQ+ individuals and their families, reinforcing Malta's investment in mental health and holistic wellbeing for all citizens.


“These developments go beyond legislative progress,” said Anthony Briffa of the Malta Tourism Authority. “This recognition is not just a reflection of Malta’s progressive legislation—it also reinforces Malta’s international reputation as a safe, welcoming, and forward-thinking destination for all travelers.”

The upcoming Malta Pride 2025, set for September 6–15, promises ten days of colorful parades, engaging panels, live performances, and community gatherings.
